Contracts Department

The Director of Contracts notifies that sealed tenders in respect of the following advertisements will be received on the days and dates indicated below. Tenders are to be dropped in the Tender Box of the Department of Contracts, Notre Dame Ravelin, Floriana:

Up to 10.00 a.m. on Tuesday, 23rd January, 2001, for:
CT 399/2000. Leasing of transport facilities - Ministry of Justice and Local Government. A fee of Lm15 will be charged for each copy of tender document.

Up to 10.00 a.m. on Tuesday, 30th January, 2001, for:
CT 398/2000. Construction of an extension and modifications to the Primary School at Luqa - Education Division. A fee of Lm50 will be charged for each copy of tender document. The relative drawings can be collected from the Education Division, Floriana, during normal office hours and against presentation of receipt issued by the Department of Contracts.

CT 400/2000. Modification and finishing of maisonettes 1a, 1b, 2a and 2b, Cospicua - Housing Authority. Tender documents may be collected from the Housing Authority, 12, Pietro Floriani Street, Floriana, against a fee of Lm25 for each copy of tender document.

CT3/2001. Laundry services to the Gozo General Hospital - Ministry for Gozo. A fee of Lm10 will be charged for each copy of tender document.
CT 4/2001. Supply of lactulose 3.35g/5ml syrup - Department of Health.

CT8/2001. Period contract for the supply of towels to the Procurement Section of the Contracts Department.

*CT10/2001. Period contract for the supply of PVC boots to the Procurement Section of the Contracts Department.

*CT 12/2001. Construction of Sports Complex at Cospicua - Department of Youth and Sport. A fee of Lm50 will be charged for each copy of tender document. The relative drawings can be collected from the Chief Draughtsman's Office, Block A, Works Division, Floriana, between 8.00 a.m. and twelve noon against the necessary payment of Lm100 per complete set of drawings.

Up to 10.00 a.m. on Tuesday, 20th February, 2001, for:
*CT 13/2001. Invitation to tender for MITTS E-Procurement - Malta Information Technology Training Services. A fee of Lm50 will be charged for each copy of tender document.

Up to 10.00 a.m. on Wednesday, 28th February, 2001, for:
CT360/2000. Request for proposals for the development, construction and operation of the Valletta Entrance Project - Ministry for the Environment.

Up to 10.00 a.m. on Wednesday, 14th March, 2001, for:
CT390/2000. Contract proposal for the development and operation of an Integrated System for the receipt, management, treatment, processing and disposal of solid waste in Malta and Gozo - Ministry for the Environment. A fee of Lm150 will be charged for each copy of tender document.

Tender documents are obtainable on application from the Department of Contracts, Notre Dame Ravelin, Floriana, Tel. 220212, Ext. 128 or on any working day between 8.30 a.m. and noon.
The public may attend during the opening and scheduling of tenders at the time and dates specified above.

The Director of Contracts notifies all tenderers that in terms of Clause 5(2) (k) and the Third Schedule of the Public Service (Procurement) Regulations 1996 recommendations made by the General Contracts Committee for the award of public contracts will be given publicity in the Department of Contracts' notice board every Wednesday and Friday after 12.00 noon. Tenderers may also obtain this information by utilising the polling facilities on fax number 226156.
Any tenderer who may feel aggrieved by any such recommendation must submit his official complaint to the Director of Contracts within not more than three (3) working days from the date of such publication and in accordance with paragraph (2) of the Third Schedule of the said:
Regulations which lay down in detail the procedure to be followed in such a case. All tenderers should, therefore, familiarise themselves with the provisions of this Schedule.

Department of Contracts notice
Request for proposals for the development, construction and operation of the Valletta Entrance Project
On behalf of the Government of Malta and the Ministry for the Environment, as the Client, the Director of Contracts invites Proposals for the Development, Construction and Operation of the Valletta Entrance Project published under Advert No. CT 360/2000.
The Ministry for the Environment of Malta Government has applied for a loan from the European Investment Bank.
The cost of the Project is estimated in the region of forty million Malta Liri (Lm40 million) [equivalent to about one hundred and three million Euro (103 million Euro)] and the works, situated at the entrance to Valletta, the capital City of Malta, include the following:
·participation in the design of the National Centre for the Arts (Phase II) on the site of the former Royal Opera House, including its construction, finishing and commissioning with the option to participate in its future running and management, either alone or in conjunction with Government;
·the above and below ground development of the adjacent Freedom Square site, with full participation in the design process, including its construction, finishing and commissioning together with its future running and management;
·development of an underground multi-storey carpark below the two areas referred to above with full participation in the design process, including its construction and commissioning together with its future running and management;
·participation in the design for the reconstruction of City Gate and the adjoining bridge, including its construction, finishing and commissioning;
·participation in the design for the rehabilitation of the adjacent St. James Ditch including the execution of the necessary works;
·participation in the design for the development of the Bus Terminus, including its construction, finishing and commissioning with the option to participate in its future running and management, either alone or in conjunction with Government.
The Development shall be carried out in accordance with the provisions, constraints and requirements of the Project Document that will be available for collection, which can be obtained against a non-refundable fee of two hundred Malta Liri (Lm200) [equivalent to five hundred and fourteen Euro (514 Euro)] from:

The submission of Proposals is open to all firms from all countries, including voluntarily formed joint ventures and consortia from Malta itself and from other countries.
It is intended that the contract subject of this Request for Proposals, as well as the further procurement of works and services envisaged within the Project Document itself will be awarded in accordance with EIB procurement procedures.
The construction period for the project is of approximately forty eight (48) months from the date of the Contract taking effect, which is programmed for October 2001.
The deadline for submission of Proposals is Wednesday, 28th February, 2001 at 10.00 a.m. (local time). Late offers will not be considered. Proposals are to be accompanied by a Bid-Bond (Bank Guarantee) of two hundred and fifty thousand Malta Liri (Lm250,000) [equivalent to six hundred and forty-two thousand five hundred Euro (642,500 Euro)], and in accordance with the further requirements of the Project Document.
Proposals will be assessed against technical and financial criteria that will be quantified and are defined in the Project Document.

Nos. 202, 203 and 204. For these tenders a fee of Lm100 will be charged. Tenders are only valid if they bear the official stamp of the Department.
